Abstract
The paper examines the employment problems of people with disabilities.
State social policy in
the field of inclusive professional education in Russia is scrutinized. The authors identify and
discuss factors that contribute to the effective training and employment of this category of
people. The authors substantiate the need to optimize the legal framework of employment of
persons with disabilities, the introduction of a comprehensive strategy in the field of
employment of persons with disabilities, improving professional training, strengthening the
productive interaction of Universities that implement programs of professional habilitation and
rehabilitation, employment agencies and employers, the creation of an equal accessible
communication and urban environment in the regions of the Russian Federation.
