глобального развития. 

Растущая конкуренция требует но-

щихся стран, стремящихся войти в число 

передовых.

Евразия становится одним из мощных по-

люсов экономического развития в XXI ве-

ке. Астана сегодня, сочетающая в себе тра-

диции Востока и устремления современного 

Запада,– это быстро растущий и эффектив-

но развивающийся город инноваций, поли-

тический, культурный и деловой центр. Он 

всегда открыт для внедрения передовых до-

стижений в самых разных областях челове-

Акиматом Астаны ведется активная рабо-

UNUSUAL TECHNOLOGY: 

LISTEN TO THE SOUND 

OF DAWN OR SUNSET

Watching the sunrise or sun-

set is one of the greatest pleasures 

in life, and, as it turns out, listen-

ing to it is also a special pleasure. 

An experimental musician from 

New Orleans Quintron has devel-

oped a synthesizer and sensors 

that can represent the weather 

conditions in the form of a sound 

with special effects for sunrise 

and sunset. The result is a stun-

ning soundtrack that is broadcast 

24/7 without stopping.

The project is called «Weather 

for the Blind». Quintron consid-

ers it as a kind of medicine for the 

alignment of disturbed circadian 

rhythms that break the natural 

day and night rhythm.

Quintron tuned specific sen-

sors to react to different ele-

ments, such as temperature, wind 

and rain. 

This set of sensors has a spe-

cial sensor that is directed right 

into the sky and turns on only 

twice a day. «Its job is to remain 

silent all day and all night,» says 

Quintron. «It makes a sound only 

in moments of a quick change of 

ultraviolet rays, which occurs at 

dawn and at sunset.»

THE WORLD’S FIRST BICYCLE 

PATH MADE OF SOLAR 

PANELS APPEARED IN THE 

NETHERLANDS

A 70-meter road section has 

been opened as part of the Sola-

Road project on creation of ener-

gy-producing public roads.

By 2016 the solar bicycle path 

in Krommenie, located 25 kilome-

ters away from the capital of the 

Netherlands, will become 100 me-

ters longer. The energy, generat-

ed by the panels, will be enough to 

provide electricity to three houses 

nearby. In the future such panels 

will be installed on the most of the 

local roads, German Greenpeace 

Magazin reports.

It is also planned to use the 

roads to produce energy for hous-

es, electric cars, street lights and 

traffic lights. Routes will be de-

signed to efficiently satisfy the 

local demand for electricity.

The bicycle path consists of 

concrete slabs with built-in so-

lar modules with high-endur-

ance glass coating. The structure 

will not be destroyed by trucks or 

roots of trees. The road surface is 

also resistant to rainwater, snow 

and ice. According to the compa-

ny’s estimates the solar roads can 

pay off in 20 years.

«SMART GLASSES» WILL 

HELP VISUALLY IMPAIRED 

PEOPLE TO SEE THE WORLD 

BETTER

When we hear the phrase 

«smart glasses» we think of such 

products like Google Glass. Ho-

wever, Oxford University re-

searchers see the situation from 

another angle. They are develop-

ing smart glasses that are designed 

for visually impaired people.

Prototypes of such devices are 

already able to help people with 

partial vision loss. The promising 

devices help people with very low 

vision see nearby objects better.

«The idea is to help visual-

ly impaired people to see the ob-

jects around them better. It is 

not a cure for blindness, but trial 

participants say the system helps 

to add context to what they see 

around them,» says project coor-

dinator Dr. Stephen Hicks.

The only drawback of the pro-

totype is its size. The system in-

cludes a small computer, op-

tics and motion cameras and is 

not quite convenient to wear for 

an ordinary person. However, 

Dr. Hicks says that his team is go-

ing to make the glasses as small-

er as possible and more affordable 

for ordinary people.

The head of the Administration 

Department of SEZ «Astana - new 

city» Ilyas Zhangaskin met with 

a representative of the Federa-

tion of the Italian Associations 

of Mechanical and Engineering 

Industries ANIMA Alessandro 

Durante.

This was a return visit of the 

Italian delegation to Kazakh-

stan after the visit of President 

Nursultan Nazarbayev to Milan 

Business Forum (June 27, 2015), 

during which the Union of Me-

chanical Engineers of Kazakh-

stan, ANIMA and Akimat of 

Astana signed a trilateral mem-

orandum of understanding. 

During the meeting Ilyas Zhan-

gaskin made a detailed presenta-

tion of the SEZ of Astana for the 

Italian visitors, and the sides dis-

cussed various aspects of business 

cooperation between Kazakhstan 

and Italy in establishment of joint 

ventures in the special economic 

zone of Astana.

The head of the Administration 

Department of SEZ «Astana - new 

city» Ilyas Zhangaskin met with 

representatives of the Czech SEZ.

The Czech delegation was 

headed by the Chairman of the 

Board of the Zlin free econom-

ic zone Jiri Nemec. At the end 

of the meeting the sides signed 

a memorandum of mutual coop-

eration between the Adminis-

tration Department of the spe-

cial economic zone «Astana - new 

city» and Strategic Industri-

al Zone «Goleszow» in develop-

ment of economic cooperation 

between the companies, attrac-

tion of investments, development 

of PPP projects and exchange of 

information.

The Deputy Akim of Astana 

Nurali Aliyev presented the cur-

rently implemented Smart Astana

projects to the Milan Mayor Gi-

uliano Pisapia. 

As it is known, Kazakhstan and 

Italy cooperate in organization and 

holding of the EXPO World Exhi-

bitions. So, during the presenta-

tion of smart projects to the Italian 

guest Nurali Aliyev stressed that 

«Smart Street Lighting project can 

become one of the key projects to be 

implemented as part of the prepa-

ration for EXPO-2017.» Giulia-

no Pisapia said he was impressed 

with the work done by the Akimat 

on introduction of «smart» tech-

nologies and expressed confi-

dence that those projects would 

be successfully implemented by 

the opening of the International 

Specialized Exhibition «Astana 

EXPO-2017».

Nurali Aliyev presented new 

projects to be implemented as 

part the Smart Astana Concept 

to the Akim of Astana Adilbek 

Dzhaksybekov also took a look 

at the pilot project «Intelligent 

Contact Center of the Astana 

Akimat» aimed at improving the 

quality of public services provid-

ed by the Akimat. 

The Akim gave the official 

start to the pilot projects of Astana 

Innovations JSC, such as Smart 

Polyclinic, Smart School, Smart 

Street Lighting and Smart Pay-

ments. Adilbek Dzhaksybekov al-

so took a look at the pilot project 

«Intelligent Contact Center of the 

Astana Akimat» aimed at improv-

ing the quality of public services 

provided by the Akimat. He noted 

the great importance and timeli-

ness of smart projects for the res-

idents of the capital and the need 

for their widespread application 

in Astana.

The first heated closed bus stop 

has appeared in Astana. The pilot 

project has been launched by the 

Department of passenger transport 

and motor roads of Astana together

with «Astana LRT» under the Plan 

of transport modernization.

The first “warm” bus stop is 

made of vandal-resistant welded 

steel box profiles with anti-corro-

sion coating, covered with galva-

nized steel sheets. The windows are 

made of aluminum sections with 

tempered-glass double pane.

The new closed bus stop has in-

formation, heating and ventilation 

systems. There are infrared heat-

ers with monitoring sensors for the 

winter period. There is also a video 

surveillance system, connected to 

the integrated life support system 

to ensure security. The bus stop can 

admit about 20-30 people.

It is planned to install 82 bus 

stops in the most crowded areas of 

Astana. About 25 of them will be 

installed until the end of this year.

The Department of passen-

ger transport and motor roads of 

Astana together with «Astana 

LRT» launched five express bus 

routes. 

The new routes will link the 

railway station and the interna-

tional airport of Astana, interre-

gional hospital and «Zhagalau» 

residential area, Koktal-2 district 

and the clinical and rehabilitation 

complex, «Sharyn» market and 

«Karaotkel-2» residential area, 

«Koktal-1» district and «Sara-

ishyk» residential area. In addi-

tion, a number of suburban bus 

routes were launched in Astana as 

well. The first suburban routes 

covered villages such as Akmol, 

Kabanbay Batyr, Koshkarba-

yev and Maksimovka, Taitobe, 

Kosshy, Zhibek Zholy, Talapker, 

Koyandy, Vozdvizhenka.

начинающаяся урбанизация за-

ставили людей изобрести день-

ги. Произошло это примерно 

6 тыс. лет назад. 

Почему именно золото? 

Оно обладает рядом необходи-

мых для универсальных денег 

свойств. Во-первых, – проч-

ность, ведь деньги бесконеч-

но кочуют из рук в руки. Ме-

талл при нормальных условиях 

не рвется, не деформируется и 

не ветшает. Кроме того, золото 

не взаимодействует с большин-

ством кислот и не образует ок-

сидов и, в отличие, к примеру, 

от железа, не подвержено кор-

розии. Во-вторых, – делимость. 

Живую корову нельзя распи-

лить, сохранив ей жизнь. А зо-

лото можно переплавить при 

вполне достижимых даже для 

древних металлургий темпера-

турах. Свойства золота извест-

ны: из него легко можно было 

производить стандартизирован-

ные по массе предметы, такие 

как слитки или монеты. В-тре-

тьих, – компактность: транспор-

тировка золота не вызывает ни-

каких проблем. В-четвертых, – 

распространенность. Менее 

0,0000000005% – такова до-

ля золота в общей массе Земли. 

В среднем в одной тонне нашей 

планеты содержится 2,5 мил-

лиграмма золота. За всю исто-

рию человечества золота добы-

то 160 тыс. тонн, в то время, как 

ежегодно никеля выплавляется 

в 8 раз больше, цинка – в 60 раз, 

алюминия – в 200 раз больше. 

Разведанные запасы золота 

в мире составляют 100 тыс. тонн. 

Ежегодно добывается поряд-

ка 2,5 тыс. тонн золота, в чис-

ло лидеров по его добыче входят 

Китай (300 тонн), Южно-Афри-

канская Республика (250 тонн), 

США (230 тонн), Австралия 

(230 тонн) и Россия (170 тонн). 

В 2010-2014 годах Казахстан до-

бывал в среднем около 30 тонн 

необработанного, полуобрабо-

танного и порошкового золота 

в год. Отметим, что по разве-

данным запасам золота Казах-

стан занимает 7 место в мире – 

после ЮАР, США, Австралии, 

России, Канады, Узбекистана 

и Индонезии. Доля казахстан-

ского золота в мировых разве-

данных запасах составляет 4%. 

По уровню содержания золота 

казахстанская руда занимает 

второе место в мире. Добывают, 

кстати сказать, золото в десяти 

казахстанских областях. Боль-

ше всего запасов в Восточно-Ка-

захстанской области в крупней-

шем месторождении «Бакы-

рчик» (537 тонн). На втором 

месте Акмолинская область. Ме-

сторождение «Васильковское».

Порядка 15% мировых запа-

сов золота используется в про-

мышленности и науке, среди 

которых можно отметить микро-

электронику, ядерные исследо-

вания, стоматологию и фармако-

логию. Еще 45% мирового золо-

та находится в частной собствен-

ности в виде золотых слитков 

и ювелирных изделий. Осталь-

ное золото является частью цен-

трализованных запасов госу-

дарств и международных фи-

нансовых организаций. Крупней-

шими запасами золота в мире рас-

полагает США – 8100 тонн (более 

15% мировых запасов). Далее сле-

дуют ФРГ – 3300 тонн, Между-

народный валютный фонд 

–

2800 тонн, Италия – 2400 тонн, 

Франция – 2400 тонн и Китай – 

1000 тонн. 

Отследить непрерывную ди-

намику цен на драгоценный ме-

талл можно с конца XVIII ве-

ка. Унция золота тогда стоила 

$19. К середине XIX века цена 

золота достигла $21 за унцию 

и оставалась такой практически 

100 лет. После Первой мировой 

войны и экономического кри-

зиса в США золото стоило $35 

за унцию, что было закреплено 

в Бреттон-Вудских соглашени-

ях. Однако бурный мировой эко-

номический рост, сопровождае-

мый инфляцией, вынудил цены 

на золото расти: в 1971 году 

за унцию давали $38, в 1973 – 

$43, в 1974 – уже $195. Пи-

кового значения цена на золо-

то достигла в 1980 году – $850 

за тройскую унцию, что в це-

нах 2011 года эквивалентно 

$2200. К 1987 году цена зо-

лота снизилась до $500 и про-

должала плавно снижаться. 

Во время мирового кризиса конца 

90-х годов, начавшегося в Азии, 

золото пережило резкое падение –

до $260 за унцию. В 1999 го-

ду ведущие центробанки ми-

ра были вынуждены принять
