Today we can say with confidence that Kazakhstan, being the successful state, having a look of its 

own, its features and its position, continues to go surely on a right way of civilized democratic develop-

ment. In these conditions of one the major paradigms of a modern state policy and ideology of our young, 

but already taken place state, undoubtedly, was the need of formation of the national idea focused on mobi-

lization of all Kazakhstan society on a quantum leap, on break of today’s political and economic realities. 

Updating of the called problem at this stage especially increases in the context of those major prob-

lems of domestic and foreign policy which were put forward by N.Nazarbayev in the message to the people 

of Kazakhstan in December, 2012. This historical message defined the main contours of development of 

our country on a long-term outlook, namely till 2050. The tasks called in it are connected, first of all, with 

the solution of questions of economic, social and political modernization of our country and its entry into 

number of 30 competitive countries of the world [1].

Realization of the tasks put in strategy of development of Kazakhstan in the XXI century demands 

consolidation of all Kazakhstan society round certain ideas and paradigms of social development which 

are the forming basis of national idea. In this sense the national idea formulated by the Head of our state 

in the present message as “Mangilik El”, undoubtedly, will promote worthy entry of Kazakhstan into the 

global world, optimum participation of our country in difficult global processes. Thus, it should be noted 

that such major values of our state as national unity, peace and harmony in the Kazakhstan society are the 

cornerstone of this idea.

The history of all mankind shows that at all times emergence of original and effective national idea 

was necessary for mobilization of the population of this or that country on break. According to a number of 

domestic scientists: “It is fundamental and in this context the only historical sense of existence of national 

idea as a backbone civilization phenomenon” [2; 4].

And in present period, in the conditions of more and more globalized world, there is no doubt in im-

portance and need of definition of Kazakhstan national idea bases. Since, there wasn’t and there is no state 

which doesn’t need definition of the purposes and tasks for the future which basis are the concrete ideas.

The problem of awareness of need of national idea for any society doesn’t arise at once, from nothing. 

It is logical result of formation and development of the people, is formed and develops with it. At the same
