The Strategic Development Programs “Kazakhstan-2020” and “Kazakhstan-2050” are closely intersecting
with the EXPO-2017 theme “Future Energy”. In the official documents said that the Astana initiative was defined
under the name of the Partnership Program “Green Bridge” for 2011-2020. Within the framework of the UN
General Assembly in September 2011, it was supported by the United Nations Economic and Social Commission
for Asia and the Pacific (ESCAP) and the United Nations Economic Commission for Europe (ECE). The
Strategic Development Plan until 2020 aims to reduce the energy intensity of the country's economy by 10 % at
least by 2015 and 25 % by at least 2020. This provision is important because it lays the foundation for the
introduction of economic instruments to enhance the competitiveness of alternative energy. Kazakhstan has
undertaken to reduce its emissions by 15 % and by 25 % by 2050 in relation to the base 1992 by 2020. This will
reduce the negative impact of anthropogenic load by reducing emissions to the environment and complex waste
processing. Low-emission “green growth” can create strategic opportunities for Kazakhstan’s economic
development, which has already taken a number of measures to fulfil its obligations. The solution of the problems
of greenhouse gas emissions through “accelerating technological modernization of energy and development of
energy and resource saving”, namely, by introducing modern technologies based on renewable resources and
energy sources is also defined in the “Strategic Plan 2020” [1, p. 8].
The issue of using EXPO facilities after the exhibition was at the special control of the President of the
Republic of Kazakhstan. The head of state set the task before JSC “NC” Astana EXPO-2017: “…to ensure proper
operation of the facilities after the exhibition”. Taking into account the international experience, all pavilions of
EXPO-2017, cultural and residential objects and accompanying buildings were constructed taking into account
the most effective use after the exhibition. After the EXPO-2017, the territory of the exhibition with unique
innovative buildings became the Astana International Financial Centre (AIFC). Most of the objects use green
energy, including the energy of wind and sun. Part of the complex became an additional base for the Nazarbayev
University, its students and scientists who are able to develop new technologies [2].
Talking about the citizens’ opinion, the research company BRIF Research Group from the 1
st
until 7
th
of July
2017 interviewed 701 people in 22 cities of Kazakhstan within the framework of the project “Online
Omnibus.KZ” on the theme “Public opinion of the urban population of Kazakhstan about EXPO-2017 exhibition”
[3]. The results of the research showed the high interest of Kazakhstanis in the World Exhibition in Astana.
Therefore, at the time of the survey, almost 70 % of respondents noted that they and/or their friends/acquaintances
had already visited the Exhibition. Overall, 76 % of respondents wanted to visit the exhibition, but, unfortunately,
most of these people (51 %) would not be able to do it due to lack of time or money.
