The structure and scope of work. 
The thesis consists of an introduction, 
four chapters, conclusions. The work is presented on 81 pages of typewritten text, 
contains 23 figures, 2 tables, bibliography of 32 titles.

Relevance of the topic.
Currently, all the more acute the problem arises to 
develop systems of optimal process control in heating cities of Kazakhstan, 
allowing to manage energy efficient district heating and more efficient use of 
mineral resources, save electricity and heat, reduce environmental problems, 
enhance economic returns from production. 
The purpose and objectives of the study.
The purpose of this paper - is to 
develop a technique for research and implementation of the MTP and the QMS as 
the first phase of information-analytical systems management MCT by creating a 
new mechanism for effective diagnosis and evaluating the performance of the 
organization based on the balanced scorecard integrated quality management system 
that meets the requirements of a modern economy and terms of reforming the 
energy sector. 
The objects of study
are the district heating system. 
Methodology of the study.
In the course of solving the tasks in the thesis 
used a technique of construction quality management system and balanced 
scorecard. 
Scientific novelty.
On the basis of the research results are as follows: 
-
built strategic map of objectives and indicators for a typical heat-supply 
plant with the use of software; 
- selected hierarchically interconnected KPIs heat-supply plant; 
- a method for determining a single indicator for evaluating the performance 
of the enterprise.
