Summary Mustoyapova A.S. – candidate of pedagogical sciences,Departmentchair of pedagogy and psychology Shuriyeva A.B. – master's degree of pedagogical sciences The history of formation and development of the idea of inclusive education In this article we consider the problems of formation and development of the idea of inclusive education in Kazakhstan and in foreign countries. In contrast to the foreign system of education, in which inclusion has a wealth of experience and legal definition, our domestic inclusion is just beginning to emerge and develop. Inclusive education itself cannot be carried out, it was associated with changes in values, moral level. The difficulties of its organization in a progressive school associated primarily with the fact that the school as a public institution aimed at students who are able to move at a pace prescribed by a normal program, for those who need considered typical ways of teaching. The aim of inclusive education is the creation without the barrier environment in the education and training of people with disabilities. This includes both the technical equipment of educational institutions and the development of special training courses for teachers and educators, as well as other pupils, aimed at the establishment of their interactions with persons with disabilities.
