The article reviews the national and international literature on housing and considers Kazakhstan’s affordable
housing policy issues. It discusses the foreign models transferred and implemented by Kazakhstan in the housing
sector: Bausparkassen model of Germany and its Kazakhstani analogue – Kazakhstan’s housing construction and
savings bank; TOKi of Turkey and slum house demolition pilot project implemented in Astana. The author offers to
study the UK model of housing association and mixed funding to develop social housing in Kazakhstan. The article
analyses housing association funding and managing mechanisms and presents SWOT-analysis on the prospects for
housing associations development in Kazakhstan.
