3.3. Scientific and technological needs.
In the context of the rapid development of digital educational resources (DER), society is gradually approaching a new, informational stage of its development, in which the ability to work with DER tools and use them in everyday activities is of particular importance. The introduction of the latest DER in all spheres of public life and the development of the information society is one of the priority areas of state policy, and the level of modern education must comply with the existing social order.
The future scientific, technical and industrial potential of our country depends on the level of information literacy of the younger generation.
In this regard, it is now especially important to conduct scientific research in the field of information literacy formation, which is impossible without building its information and educational environment, the implementation of which leads to a guaranteed achievement of pedagogical goals. This is one of the important complex tasks in which we must take part, which is a prerequisite for determining the direction of our research.
3.4. The impact of the project on the level of research work, scientific and technical potential, the competitiveness of scientific organizations and their teams, the expected social and economic effect from the results of the project, the conditions necessary to achieve the expected effect.
The results of the research in line with the project will have a positive impact on the level of research work, scientific and technical potential, the competitiveness of scientific organizations and their teams, as they contribute to the further improvement of the educational environment and educational programs, creating methodological and theoretical prerequisites for improving the efficiency of the application developed electronic resource (web-portal "Student Educational Navigator") as a mechanism for involving students and teachers in the process of personalized learning; diagnostic tools for assessment and self-assessment of the development of social and personal competence of students and the readiness of teachers for this type of activity, which can be used in the practice of other educational organizations. To date, Kazakh schools are considering the creation of an information and methodological developing educational environment - optimal information and methodological conditions for the implementation of basic educational programs. An analysis of scientific research in pedagogy has shown that various aspects of blended learning have not yet been fully applied in Kazakhstan.
Each teacher, following the requirements of the standard, asks the question: where to get this very information and educational environment in which every teacher and every educational institution should work. To date, absolutely ready-made information and educational resources with elements of gamification for blended learning courses do not exist, and their prototypes are just beginning to form. When developing an information and educational environment, it is necessary to follow certain principles of its design and construction.
First of all, technological expertise of those educational resources that the teacher is going to use in the educational process is necessary. Before using any resource in training, you need to play it in advance and see how your technique is able to reproduce it, whether there are enough technological parameters for this.
A thematic selection of the resources available to the teacher is also necessary for compliance with its scientific content. Now on the market there is a huge amount of resources that do not correspond to modern scientific ideas. If textbooks pass scientific and methodological examination, then other educational resources (Internet resources) do not pass such examination.
The implementation of the results of the proposed project, the developed text content, videos, teaching aids will allow teachers and students to use it at any time convenient for them.
The fundamental difference between the ideas of this project and the above existing analogues is the creation of an information and educational environment that will help in the implementation of the main educational program for the course "Online learning in education" with elements of gemification in blended learning.
