Abstract. The Constitution of the Russian Federation has opened up new opportunities
for the harmonious development of the individual, family, society and the state based on a
fundamentally new understanding of the legal field. The stereotypes that took shape during the
periods of the building of the Orthodox empire and atheistic scientific communism formed a
stable idea of education as the formation of a worldview corresponding to the state ideology. The
constitutional ban on state or universal ideology deprived the society of the possibility of
implementing this stereotype, but did not create a new one, which led to a catastrophe associated
with the actual disruption of this state-forming activity. The article is devoted to the main
provisions of the new paradigm of patriotic education, corresponding to the current legislation
and the requirements of civil society, in which “a person, his rights and freedoms are declared
the highest value” [1].
