2. General criminological characteristics of corruption criminality

The famous Russian criminologist V. Luneev rightly considers corruption in the context of acquisitive crime. This refers to a group of economic corruption offenses.It is clear that the criminal law and criminological approaches for classification of

corruption crimes is not quite the same. However, taking into account differences in the problems solved by criminal law and criminology, the approach VV Luneeva can agree. From corruption crimes in the first place affected the economic interests of the state as a whole.
From the criminological point of view of corruption the following features.
1. A high level of latency (hidden from the official account of the scope of corruption offenses), coupled with the nature of the conciliation commission of those crimes.
Conciliation character is expressed in the fact that it (corruption), as a rule, does not entail complaints. The guilty parties are benefiting from the illegal transaction. Even a bribe is not always appealed, as people do not feed the proper confidence in the process of struggle against corruption *.


2. High adaptability of corruption to the changing external environment. This property is called mimicry, as described in the second topic of this edition. This property explains the persistence of corruption in all conditions, as well as the complexity of its identification and proof.
In conjunction with the above noteworthy is the fact the frequency of development and adoption of anti-corruption legislative acts, programs and different levels of coverage, not only in Kazakhstan but also in the post-Soviet countries and abroad.

The fact is that any anti-corruption measures immediately become the object of careful study and analysis of potential corruption in order to find ways
to circumvent these measures, without prejudice to the implementation of their corrupt intentions. With the passage of time, these measures lose their initial efficiency and need to be replaced with new ones. The cycle repeats.
