The authors made a historiographical review of the works of Kazakhstan scientists testifying about a huge operation to highlight the main problems of development of vocational education in Kazakhstan. The processes of creation and development of educational and scientific potential of technical and vocational education. It emerged during the review period and on which rests the modern Kazakh society and it has great scientific and practical importance. Selecting of chronological period is explained in that all educational and scientific branches of Soviet science formed finally at that time. Significant achievements of Kazakhstan Soviet education system is fallen in these years, in particular personnel training. The article draws upon the State Archives of the Karaganda region. Extensive factual material about the development of the system of vocational education is taken from the archive of the Party History Institute of Party under the Central Committee of the Communist Party of Kazakhstan, the current archives of the Central Committee of Youth of Kazakhstan and the State Committee on vocational training of the Kazakh SSR, the Regional Committee of the Party Archives of the Karaganda Party of Kazakhstan.
