Conclusion Kazakhstan is a «nascent tourist destination»
with a limited tourism infrastructure, which lacks
tourist products and services, and which practically
does not exist in the world tourism market. In such
circumstances, there is an obvious need for state
intervention in terms of providing basic tourism
infrastructure, creating favorable conditions for at-
tracting investment in product development, and
creating a positive perception of the country as a
tourist destination.
The experience of foreign countries at a similar
stage of development shows the effectiveness of
priority measures aimed at ensuring openness (visa
facilitation), accessibility (convenient coverage by air
and land transport), infrastructure and accommoda-
tion according to international standards.
These destinations are identified as key areas
of tourism development, each of which has its own
identity, characteristic products/market develop-
ment potential.
For the effective development of the tourism in-
dustry, one of the key success factors is the prop-
er structuring and positioning of tourist products,
which for the purposes of planning and develop-
ment of tourism does not necessarily correspond
to the administrative and territorial division of the
country. Some regions (regions) of Kazakhstan may
have a single unique “experience” and character-
istics that can be transformed into a single tourist
cluster with a unique dominant experimental struc-
ture, which can later be transferred to foreign tour-
ism markets as a unique trade offer.
