A BRIEF LIFE AND ACTIVITY SKETCH OF
ACADEMICIAN A. K. KUSSAINOV
Doctor-Engineer of Germany, Doctor of Pedagogy,
Professor, Academician, Professor at al-Farabi Kazakh National
University (KazNU), Chairman of the Board of the Academy of
Pedagogical Sciences of Kazakhstan (APNK), Laureate of the
State Prize of the Republic of Kazakhstan, decorated with the
«Parasat» Order (the Order of Nobility).
His father, Kabyken Kussainov (1910-1982), was a famous
party and Soviet official, a veteran of the Great Patriotic War. He
was awarded many State awards for merit to the Fatherland.
His mother, Sakhia Kussainova (1914-1993), was a mother-
heroine, a veteran of labor.
Askarbek Kabykenovich was bom in the village of Kainar,
Semipalatinsk region (now East Kazakhstan region), in a large,
friendly family revered in society.
Academician A. Kussainov was the founder o f the science
of comparative pedagogy (CP). He also founded the textbook
science in Kazakhstan together with U. Asylov.
He is an academician and honorary professor at many
Kazakhstani and foreign scientific academies and universities.
A foreign member of the Russian Academy of Education.
He is the Editor-in-Chief of the Bulletin of the Academy of
Pedagogical Sciences (VESTNIK APNK), a member of the
editorial board of 10 known foreign scientific theoretical and
analytical j oumal s.
He was awarded State awards of the Republic of
Kazakhstan, awards from ministries, universities, public
organizations and the medal of K.D. Ushlnsky “For great services
in the development of pedagogical science” (Russian Federation).
In 1968, A. Kussainov graduated from the Kainar secondary
school and entered the Energy Faculty at the Kazakh Polytechnic
Institute (KazPTI).
Since 1973, he worked in the Low-Temperature Plasma
Research Laboratory o f the Polytechnic Institute. In 1975 Almaty

Energy Institute (AEI) was created on the bass of energetic faculty
of KazPTI. This year he entered graduate school at AEI.
The Ministry of Higher Education of the USSR allocated to
the new institute one place for postgraduate study in Germany for
training personnel abroad. A. Kussainov was awarded this grant
and admitted to doctoral studies at the Higher Technical School in
Ilmenau, Germany, where he continued his studies.
In 1979 Askarbek Kabykenovich successfully defended his
thesis and received the degree of Doctor of Engineering. He was
the first scientist in Kazakhstan who studied the technical field
abroad and received a Doctor-Engineer degree.
In 1979-1991 he worked at the AEI as a senior teacher,
associate professor and department head.
In 1991-1997, he was as the Head of the Department for
Prospective Development and New Educational Technologies,
Head of the Leading Department of Education Development
Strategies, Director of the Department for Inspection of
Universities and Colleges, Deputy Head of the Main Directorate
of Higher Education and Science of the Ministry of Education and
Science of the RK. He was a member o f the Collegium of the
Ministry.
In 1997-2003, he was the First Deputy Editor-in-Chief of
the “Kazakh Encyclopediasy” main editorial office. Director of the
Republican Publishing House “Rauan” (Mektep), President of
Y. Altynsarin Kazakh Academy of Education (KAO). He was a
member of the Collegium of Ministries.
In 2000-2005, he was a professor at al-Farabi KazNU; in
2005-2012, headed the Department at Kazakh National Women’s
Pedagogical University; in 2012-2015, he was a Professor at Abay
KazNPU. Since 2015, he is a professor at al-Farabi KazNU.
In 2004, Prof A. Kussainov has initiated the establishment
of the Republican public association “Academy of Pedagogical
Sciences of Kazakhstan” (APNKK) and officiates as Chairman of
the Board since then.
In 1991, the Minister of Education and Science,
Prof. Sh. Shayakhmetov invited him to work at the Ministry, where
he was instructed to study other countries’ education systems and

determine how to use their positive experience in Kazakhstan. This
is the core subject of CP.
He managed to combine the responsible tasks from the
ministry with scientific work. In 1993 he completed a scientific
internship at the Technical University of Aachen, and in 1994 - at
the Ministry of Science and Education of North Rhine-Westphalia,
Germany.
In 1996 he defended his doctoral thesis on the topic,
“Development of education in the Federal Republic of Germany
and the Republic of Kazakhstan (comparative pedagogical
characteristics).” His thesis was the first scientific work on CP in
Kazakhstan.
During that time, A. Kussainov headed temporary research
teams created to prepare the ministerial programs, such as
“National program of state support for education” (1993) and
“State program of reforming and development of the education
system of the Republic of Kazakhstan” (1996). While developing
these programs he has got a holistic vision of the education
system’s problems from a state position.
A. Kussainov participated in writing the State Program
“Education” which was approved by the President of the Republic
of Kazakhstan in 2000, and the Law of the Republic o f Kazakhstan
“On Education” (in the new edition approved in 2006).
As the president of Y. Altynsarin Kazakh Academy of
Education, Prof. A. Kussainov worked a lot on developing state
education standards. In 2002 A. Kussainov, M.Zh. Zhadrina and
S.D. Mukanova supervised the development and approval of a
6-volume collection of “Basic provisions o f the state compulsory
standard of secondary education o f the Republic of Kazakhstan”
and “State compulsory standards of secondary education.” The
collection included 41 standards in 34 academic subjects.
Hundreds of scientists, teachers, and methodologists were
involved in this work. These standards have made a great
contribution to the development o f the education system in
Kazakhstan.
Whatever the job was, he always studied the materials on
CP. The value and significance o f his scientific research and

articles rely on the fact that he utilized the experience of developed
countries and local practice to find ways to solve the existing
problems. This feature denotes a real scientist.
He authored the first higher school textbook on CP, the
textbook “Methodology and Techniques of Comparative
Pedagogy,” the model curriculum for CP and many monographs
on this issue. He initiated CP’s introduction into the Kazakhstani
higher school curriculum and delivered the first lectures in the
subject.
He reported on CP at international conferences, symposiums
and Congresses of the World Council of Comparative Education
Societies (WCCES) held in more than 20 countries.
A. Kussainov initiated the creation of the Council of
Comparative Pedagogy of Kazakhstan (SSPK) at the APNK.
CCPK became a full member of the WCCES at the 2006 WCCES
meeting in Honolulu, Hawaii, and Professor A. Kussainov became
a member of the WCCES Executive Committee.
He members the Hong Kong CP Society and the
Comparative Education Society of Asia (CESA). His name is
mentioned in the The Encyclopedia of comparative education and
national systems o f education.
Since 2008 APNK annually holds an International Scientific
and Practical Conference dedicated to important CP problems.
A famous comparativist A.N. Dzhurinsky wrote in his book
“Comparative Pedagogy” that “Comparative pedagogy has got
new leaders, along with traditional ones: B.L. Wolfson,
A.N. Dzhurinsky, N. D. Nikandrov (Russia); F. Altbach,
M. Crossley, M. Eckstein (USA); M. Bray (Hong Kong);

In 1991, after Kazakhstan gained independence, the Kazakh
language received the status of the state language. The number of
schools with the Kazakh language of instruction started increasing;

universities began to conduct classes in Kazakh. At this time, there
were practically no industry-specific terminological dictionaries
(TD). A. Kussainov deeply understood the need for TDs to
improve the quality of education. Therefore, he wrote the first
Russian-Kazakh TD in Electrical Engineering and Power
Engineering and a voluminous explanatory dictionary in the
subjects he taught at AEI. He wrote a textbook in Kazakh. While
working at the Ministry of Education, he participated in organizing
the first republican scientific and practical conference on creating
national industrial TDs.
Prof. A. Kussainov could fully implement the idea of
creating industrial TDs when working as a director of the
“Mektep” (“Rauan”) publishing house. In 1999-2000, he
supervised and co-authored a 31-volume series of Kazakh-
Russian, Russian-Kazakh TDs (with about 5 thousand terms in
each volume). In 2012-2014, they prepared and published another
30-volume serial of Kazakh-Russian, Russian-Kazakh TDs (with
more than 10 thousand terms in each volume). More than
500 scientists and industry specialists took part in the preparation
of those dictionaries. Together, they managed to form a fund of
more than 200 thousand terms in Kazakh.
An ethnographic dictionary of any nation gives a broad view
on national identity, national customs and traditions, way of life,
types o f clothing, dwelling, property, livestock, utensils, tools,
implements of labor, and cultural life. Only a nation with a special
history of development and culture can create a versatile
ethnographic dictionary. Kazakhs are among such nations. In
2007, Prof A. Kussainov initiated the creation of a Concise
Kazakh Ethnographic Dictionary in 6 languages (English, Arabic,
Chinese, German, Russian, and Turkish), with over 1,000 terms.
The dictionary was presented at EXPO-2017 in Nur-Sultan;
copies of it were distributed to the exhibition participants and
guests. Such a dictionary was published in our country for the first
time.
Since 1992, a lot has been done in the country to create
national textbooks. There were no local specialists in creating
textbooks since, during the Soviet times, all textbooks in

Kazakhstan, except for the textbooks in the Kazakh language and
literature, were translated from other languages.

Prof. A. Kussainov began to study the theory of creating
educational literature. In 2000, together with U. Asylov, he co
authored a monograph called “Actual problems of textbook
studies” in Kazakh which has been the first scientific text in this
field of science. Later he continued the research.
In 2018, a group of scientists led by A. Kussainov developed
a methodological guide, “Criteria for assessing the quality of
textbooks” supported by the Ministry of Education and Science of
the RK. Together with the Republican Scientific and
Methodological
Center “Textbook” they developed and
implemented a System of new criteria for determining the quality
of textbooks, developed Guidelines for improving the quality of
educational literature. The APNK Textbook Studies Center
delivers courses to improve the competence of the authors of
educational literature.
In 2021 Academician A. Kussainov published a monograph
“Theory of a textbook ereation and assessment” aimed to improve
the professional level of authors and experts.
In 2010 the Doctors of Pedagogical Sciences A. Kussainov,
Y. Nabi and Sh. Taubayeva co-authored a reference and analytical
review “Theses in Pedagogy and Psychology” in Kazakh and
Russian languages. The book systematically presents the materials
of 231 doctoral and 1659 candidate theses in pedagogy and 15 and
21 theses in psychology, respectively, defended in 1985-2009. The
authors provided their analysis, indicated the priority areas, and
recommended future research topics. Till today, research has been
carried out and theses defended in many of those indicated areas
and topics.
P rof A. Kussainov initiated the establishment of the
Academy aimed to consolidate the efforts of scientists, teachers
and educators to support the Ministry of Education and Science of
the Republic o f Kazakhstan in developing the system of
continuous education and pedagogical science.

The Academy carries out research and social projects and
publishes monographs and scientific articles, partners with many
national and foreign institutions. The CCPK, the Center for
Textbook Studies and the Institute for Advanced Studies created at
the Academy are working successfully. The Academy Bulletin is
indexed among rated journals with an Impact-Factor.
Today, the Academy consists of 204 full members
(academicians), 185 corresponding members, 11 honorary
academicians,

foreign members,
179 members and
50 collective members. It has become a renowned scientific center.
Academician A. Kussainov is an author of 4 textbooks, four
teaching aids, 23 teaching publications, 19 monographs, eight
books, eight standards, 3 USSR inventor’s certificates,
19 certificates of state registration of an intellectual property
object, six dictionaries and more than 200 scientific papers. Of
them, he personally authored four textbooks, one teaching
publication, 13 monographs, five books, nine certificates of state
registration of an intellectual property object and more than
100 scientific papers.
About 200 papers published in mass media. He is a member
of the Union of Journalists of Kazakhstan.
He is a scientific supervisor of doctoral, candidates, Ph.D.,
and master’s theses.
