BENEFITS OF USING GEOLOCATION SERVICES AND THEIR INFLUENCE AT
DEVELOPMENT OF SMART CITIES

Abstract. Geolocation service is one of the fastest growing technologies, which brings lots of
benefits for people and makes their life much easier. It becomes more and more common to use
GPS (Global Positioning System), so it's not surprising that geolocation services are turning out to
be more famous with individuals than any other time before, and that numerous organizations are
adding locations functions to react to this interest and improve the technology they offer their
clients. This article discusses the benefits of using geolocations and their impact on development of
cities and everyday things people do in their life.

Nowadays the usage of mobile phones in everyday life is becoming more and more
important. For comparison, the global mobile phone market in the II quarter of 2012 was 407,7
million units, while in the same period of the previous year the volume of sales was 432.1
million[1]. About 55% of it owned by smartphones and this went as the main reason for
development of applications and their services, which satisfy all needs of mobile users.
The exact number of smartphones’ owners in Kazakhstan is unknown. However, one local
retail chain has reported an increase in smartphone sales in 2013 by 80% [2], which predicts good
prospects for rapid audience growth.
Smartphones are not just equipped to browse the web, chat with people. They also come
equipped with the capacity to know where they are, using Global Positioning Satellite (GPS)
technology. Geolocation is like following or positioning that demonstrates the place on a map,
where the users are located with their smartphones. More familiar example is the use of GPS system
used in car, which navigate drivers in their way.
Geoposition is really important in life of most citizens of smart cities. For example: real-
time bus times; traffic information and road closures, schools, hospitals and emergency services
locations; and parking locations.
At the moment, one of the main problems of Almaty city is traffic jams. There are many
existing solutions to that problem, and use of geolocation is significant one. For example, by
connecting traffic cameras to vehicles’ GPS, people can have a better understanding of traffic flows.
A lot of different mobile applications, which show congestions (like ‘Yandex. Traffic’) and tells
where the closest parking spots are in real time (like ‘Parker’), are based on the principle of
geoposition[3].
Why is this important? Since the need to find a parking place is most likely to come for
drivers when they are all over the place and in quick need of a spot, than before the voyage initiates.
Geoposition is also very considerable for some companies to know where the audience
member is when they are accessing the certain content. This creates great value to companies from
marketing side.
This added feature, which empowers a website or application saw on the gadget to know
where the gathering of people part is the point at which they're accessing your content, makes new
open doors for engagement of groups of users, keeping them connected with and transforming this
engagement into some kind of value.
Locationis obviously going to be a major part of the web going ahead. It helps bring the
power of the Internet to improve the usual things we need to do every day. Overall, there are plenty

of benefits to using geolocation. As it is an up-and-coming technology, is a marketing and
geographical tool that will only get better with time.
So effective use of geolocation could be a highly profitable opportunity for publishers,
offering as it does the ability to accumulate more particular audience information, and distribute
more relevent substance and showcasing in the meantime.
The next advantages include having the capacity to deliver the right country or even local
site for company clients straight away, showing customers the nearest outlets to where they are right
now, automatically calculate companies’ customers’ local stock levels or shipping costs, map out
where site visitors are for planning their future campaigns.
These services also offer companies the capacity to examine the information based on client
demographics. This enables them to get more data about their customers that can be used to help
with particular marketing strategies.

DEVELOPING OF MOBILE APPLICATION BASED ON ASSEMBLING COLLECTIVE
INFORMATION FOR DECISION MAKING

Abstract
This article is devoted to the issues of developing the mobile social media, based on
generating ideas or suggestions from participants for problem solving. The use of individual and
collective user experience and intelligence in order to gather collective information via the social
media allows to reach a new level in the process of decision making for the individuals and
organizations.

1. Introduction
Nowadays organizations encounter with many difficulties in offering a product or service.
Because it is difficult to find out how established product satisfies the objectives and needs of users.
Therefore, in order to find response to customers demand organizations try to guess the
preferences of clients. In this case organizations do market research for analyzing, interpreting and
gathering information about a product or service to be offered in that market. Precise and accurate
information is a foundation of successful business and more satisfied customers. Organizations try
to solve problems by using different approaches. One of those is crowdsourcing, which comes more
popular.
In recent years crowdsourcing has developed actively as a model for solving any kind of
problems and challenges related to the businesses, state and society. Within the term of

crowdsourcing, solutions of the problem are transferred to a distributed and large group of people,
due to that the cost and time to achieve results are reduced dramatically.
In the world there are some web-oriented systems based on crowdsourcing, such as
clickworker.com, kickstarter.com and others [1]. However, it is difficult to find out crowdsourcing
based systems in Kazakhstan. Because the term of crowdsourcing is just emerging. There will be
more benefits from developing of crowdsourcing oriented mobile application for people, who face
with decision making problems. The main idea and features of the project are represented below.
2. The main idea
This informational and communications project composed of three basic elements:
crowdsourcing (as a social technology), system of interrelations, interaction between participants
and technology. Crowdsourcing an opportunity to use intellectual and creative ideas of users on a
voluntary basis. A system of interrelations organizes processes between the participants.
Technologies allow to ensure simple and clear communication with a large number of people via
the social media. Users of the project are individuals or organizations, who pose problems (i.e.
issues, questions) to the community with possible requirements and descriptions, assigning
deadlines and remunerations. The representatives of communities will be able to express ideas and
suggestions to proposed problems in which they have interests. Customer will be able to choose the
best suggestions to make a decision.
3. Crowdsourcing
The core of the proposed mobile social media is crowdsourcing. Jeff Howe and Mark
Robinson introduced to the term of crowdsourcing in a Wired Magazine article in June 2006. The
‘official’ definition of the term comes from. Jeff Howe has outlined the official definition of the
term as «the act of a company or institution taking a function once performed by employees and
outsourcing it to an undefined network of people in the form of an open call» [2].
Crowdsourcing recently developed popular trend which implies the involvement of many
people in the solution of problems on the voluntary basis. Any member of the crowd can do
assigned tasks and be rewarded for their efforts.
Motivations for people to participate in any crowdsourcing project will be vary: a personal
interest in the issue, a desire to express themselves, challenge the intellectual and creative abilities.
Sometimes a different kind of encouragements are used, such as a prize for the best idea, personal
appreciation of first persons, a job offer, etc., which can also motivate participants.
Nowadays due to the emergence of new information technologies, as well as reduce of mass
communication, crowdsourcing is established as efficient and effective social technology. One of
the most successful and contemporary projects based on crowdsourcing is Wikipedia. Besides of
creating content of Wikipedia, visitors also raise money for the maintenance and development of
the project. It is another crowdsourcing related direction, which is called crowdfunding
(combination of words "crowd" and "funding"). There are even websites, which are dedicated for
financing creative projects under the scheme crowdfunding. It is a creation of films, books, music,
computer games, etc. One of the most famous this kind of foreign sites is kickstarter.com, Russian
analogue is Smipon.ru.
4. System of interrelations
Two basic types of communication can be distinguished as a part of the system:
relationship between groups and relationship between members of the same group.
1. Relationship between groups: «customers → participants», «participants → customers».
The relationship «customers → participants» is quite obvious, it is the basis of the entire system.
Customer assign a task, pay attention of people to the problems, ask questions to the crowd. The
system «participants → customers» is almost the same. Participants offer solutions for a certain
problem and place it on the platform.
In addition, customers will be able to quickly contact with any of the participants to clarify
proposed suggestions or reward them for a useful idea. There are might be two types of opportunity
to set up a contact with the person who proposed his suggestion: offline communication (telephone

number), online communication (email, profile on social networks and others). These details (not
necessarily all) people can point at registration to the system.
2. Relationship between members of the same group is the most relevant connection for
group of participants. Everyone should have the opportunity to participate in the discussion of any
proposals at the system. Such discussions are very useful in terms of clarifying and refining the
proposal. It is not enough just to offer an idea, it still needs to bring to mind, to think through the
details. The best way to do this is brainstorming. From a technical point of view, system needs to
provide an opportunity for comments on the existing proposals. Besides the comments, there should
be possibility to estimate solutions in evaluation form like. Such kind of grading system allows to
show the rating of proposals, which gives an automated system of selection of the best suggestions
according to participants.

5. Technology
Information architecture of application, navigation and search for information is a separate
large topic for discussion. During the development of the application should be carefully thought
out questions concerning the ease and convenience of use. This must be done taking into account
the needs of the role. It is possible that the criteria of "convenient for customers" and "convenient
for the participants" will be different. Each of these subjects may have their own demands and
requests to the system that developers need to take into account.
The simplicity and convenience are indisputable demand and an important area of work, for
a such large-scale project involving hundreds and thousands of people. Therefore, the task of
developers is to create ideal conditions for crowdsourcing: simple and convenient placement for
proposals, a system of classification depending on the involved issues, as well as search and
browse.
6. Conclusion
It is important to remember that crowdsourcing is not answer for all questions, it is only a
tool. Firstly, there is a need to articulate distinctly the task and decide is crowdsourcing the best way
to solve it. A lot of companies have tried to apply this approach, naively believing that this will
solve all their problems and were extremely disappointed with the results. However, if
crowdsourcing is used properly in the right place and at the right time, it can significantly reduce
costs (both time and material), risks and will get a quality solution as the result. It is important to
mention that given application will be used from individuals with little problems to organizations
with large scale projects in different categories.

THE DEVELOPMENT OF MODERN HEALTH MONITORING SYSTEMS

Annotation: In this article the model solutions of diagnosis of human health. For this
purpose sensors and programmable Arduino board.

Health status is an important indicator of social orientation of society and social guarantees,
characterizing the degree of responsibility of the state to its citizens. Our government is taking all
possible methods and experience of foreign countries to improve it. A striking example of this is the
reduction of the degree of infant mortality and abusive, starting from 2005, there has been a rise in
births. At the same time, they remain high indicators of socially significant diseases. Healthcare
today is more directed to the therapeutic nature of the action, rather than disease prevention, and the
population is not fully focused on the protection of health. This, in particular, by the growth of
tumor detection of diseases at advanced stage, as well as a high rate of mortality from
cardiovascular disease. For the prevention and treatment of such problems is already in many
foreign clinics actively start using new technological solutions based on microcontrollers.
Applications microcontrollers and united health analysis systems allow you to use built-in
algorithms and their teams to manage different systems, to specify the exact parameters for
collecting and processing the necessary information for the health care worker. As an objective
assessment of the precision and the resulting automated system of information about the disease can
help not only to save the patient's vital signs, but the end of history. Using the latest technical
solutions in different areas of medicine can reduce the impact on the patient, improves the accuracy
of the information content and control and diagnostics. So now important to use modern technology
in order to preserve human life to complications of the disease. Our task is to research and
development of medical bracelet, fitted with sensors. In foreign hospitals medical bracelets are the
main method of control for attending. And this is not the limit of their application. [1] But,
unfortunately, in our country these bracelets are not used. Russian and foreign scientists
experimentally demonstrated the possibility of the use of technical purpose sensors for temperature
monitoring and the human heart.
The range of areas for the use of medical bracelets extensive. They can even be used as
identifiers for patients with sharp jumps disease patients to provide the necessary medical care
immediately. Equipped with the necessary technological solutions bracelet not only informs about
the name of the diagnosis, but can also transmit signals to the attacks of diseases. These bracelets
are used in somnology [2], for deep analysis of apnea during sleep and other respiratory disorders
associated with sleeping.

We, in turn, want to analyze the most important human organ - the heart, receiving data
from the arterial pulse. Arterial pulse is determined in the projection of large and medium,
superficial arteries, which are most responsive to the heart [3]. Research arterial pulse gives the
probability to get important information about the condition of the heart and circulation. The
vibrations of the walls caused by the passage of the blood through them, which is reinforced by the
current contraction of the ventricles. In disorders of the heart rate, pulse wave is followed at
irregular intervals, and the pulse becomes spasmodic [4]. We take the basis of this factor and we
want to detect heart rhythm disturbances. For this purpose, we use board Arduino and the known
characteristics of the sensors, namely to measure the temperature - thermistor KY013, for
displaying the pulse transistor 2n3906331. Data transfer is HC- 06 bluetooth module (Figure 1).
Getting data from the temperature sensor, we plan to bring it to the mobile device's screen (Figure
2) , the data received from the monitor transistor 2n3906331 laptop[5] in the form of a graph in the
current period (Figure 3).
