Introduction. Language situation in Kazakhstan is considered today as a consequence of the
implemented social, political and economic reforms. These reforms include the following changes:
Kazakhstan’s society is becoming more open, our state is part of the global community, developing
and strengthening interstate political, economic, and cultural ties. All of the above contributes to the
fact that foreign languages are currently in demand by society. Foreign language skills broaden the
professional competence of a specialist, provides access to resources of world importance, makes
the specialist competitive not only nationally but also globally.
The modernization of the education system, which is conducted in our country, is connected,
first of all, with updating the content, ensuring its active, developing, culture-like character, with the
demands of the modern labor market for professionally mobile, communicatively competent and
creatively thinking specialists [1].
The Kazakhstani education system is developing under the conditions of an outdated
methodological base of education, structure and content, which are insufficient for its gradual entry
into the world educational space [2].
The expanding integration processes, the growth of professional and scientific exchanges, the
deepening of international interaction and cooperation in the last decade have stimulated the
progressive development of foreign language education. In this area, significant positive changes
have taken place in the educational system of Kazakhstan, both in content and in organizational
terms. However, despite the positive processes, the organization of foreign language education in
the Republic is characterized by a number of negative phenomena.
The planned expansion of the time boundaries and periodization of foreign language
education to fully meet the modern social order for specialists who practically and professionally at
the international standard level one or more foreign languages requires a serious modernization of
the quality management system of foreign language education, which, in turn, implies the need to:
• significant renewal of methodological, content, technological and resource bases of foreign
language education;
• creation of a single, structurally and substantively unified foreign language educational
space for all forms and levels of the education system;
• systemic organization of training and retraining of personnel for each model of education in
foreign languages (early, specialized, variative - professional);
• creation of educational and methodological complexes for each of the named educational
programs based on the unification of the normative and content base for each level [3].
