of an era which main value was an idea of cohesion and unity of the people. This idea stands out in mass
consciousness of many generations of the Kazakh people. In the interior of national consciousness there is
a national idea which, according to domestic scientist Zh. Kydyralina, concentrates in itself understanding
by the nation, both the historical development, and own destiny in the present and the future. Further Zh.
Kydyralina notes that “it (national idea) arises as crystallization of the spiritual atmosphere characterizing
this or that stage of development of the country, the people” [7; 274].
In fact, search of own formula of national idea during historical development of independent multina-
tional Kazakhstan testifies that our national idea had to determine the future of the country. And its essence
can be briefly expressed as follows: “Without forgetting sources, we build together the strong, prospering
and democratic Kazakhstan for the benefit of each Kazakhstan citizen”.
In the process of definition of national idea the most considerable problem in the country was a ques-
tion how to formulate national idea, irreducible neither to national idea of separate ethnoses, nor to the sum
of their national ideas. Complexity of formulation of national idea in Kazakhstan consisted in the need of
simultaneous synthesis of opportunities, expectations and hopes of all ethnic groups and transformations
of this wide range of ideas into uniform national idea.
Today it is possible to tell that in long-term discussion about what our national idea should be the end
was put. This fact is admitted by all public of Kazakhstan. So, the prominent scientist, the Doctor of Ju-
ridical Science, the academician, rector of humanities university named after KunayevOmraliKopabayev
in one of the interviews notes: “For these 20 years we spoke about national idea, writers, intellectuals, all
spoke about what idea we should have? And at last, our President in the last message told “Mangilik El”.
This is the eternal people which rallied round itself many people” [8].
Idea “Mangilik El” is based not only on centuries-old dream of our people, but also on concrete results
of Kazakhstan development for years of independence. As N. Nazarbayev noted: “For 22 years of sover-
eign development the main values which unite all Kazakhstan citizens are created and make the base of the
future of our country. They are taken not from transcendental theories. These values is the experience of
the Kazakhstan Way which passed test time” [9].
In “Mangilik El” the main values of our society which for centuries were cultivated in historical
and spiritual heritage of the Kazakh people are embodied. Therefore, we consider quite fair to say that
the national idea in an ideal form repeats the process of formation of the uniform Kazakhstan nation for
which the idea of unity and consolidation of society was the fundamental value and a criterion of civilized
development.
In this sense it is necessary to agree with opinion of the Russian researcher A. A. Valkov which is giv-
en also in Zh. Kydyralina’swork “The nation and history”. It is said in it that “each people which reached
a national step of development bear own idea, the unique and individual spiritual acts. Being painfully
slowly formed, it comes to implementation of this act from depths of centuries integrally to interweave the
unique voice into one chorus of the becoming human all-encompassing unity” [7; 274].
Realities of today prove to us that the history of the Kazakh people became the general history of all
state and all Kazakhstan citizens. It became the general destiny which united the Kazakhstan people in the
past and makes guarantee of its unity in the future. It, in turn, was the basis for the present national idea
which became the answer to adequate inquiries and needs of all Kazakhstan citizens in general, having
become the element consolidating key interests of various layers and ethnoses of Kazakhstan society.
As the proof of it the results of sociological research which was conducted by Institute of philosophy,
political science and religious studies of Kazakhstan Ministry of Education and Science in 2013 serve.
Data of the called research, according to RaushanShulembayeva, show that the model of ethnic enclaves
and other types of isolation is unacceptable for Kazakhstan citizens. In the final report on materials of this
research it is noted: “Strategy “Kazakhstan-2050”, according to our citizens’ opinions, is directed on unity
of society at the consolidating role of Kazakh. Respondents said that the ensuring of national unity is not
only the business of aboriginal nation, but also all citizens of Kazakhstan. And it is also one of the main
factors of formation of the civil nation, unification of the people” [10].
Thus, the idea of unity and cohesion of the nation as which we understand all Kazakhstan people, real-
ly can form the cementing basis of new paradigm of Kazakhstan national idea which is put forward today.
The formula of national idea offered by the President of the country integrates in itself traditions of
all the people living in Kazakhstan which are valuable in the moral and spiritual and ideological relation.
It is capable to mobilize Kazakhstan citizens for the intelligent work which conducts to prosperity of so-
ciety and the person, and also realization of the tasks put in strategy of Kazakhstan development in the
XXI century. It is possible especially because the basis of national idea in our country is made by the idea
