Annotation: This article discusses the role of free economic zones in the state
economy, the characteristics of free economic zones as a category in the economy and
the need for their development. The article analyzes the regulatory framework for the
establishment of free economic zones and describes the activities of foreign and Uzbek
free economic zones and their financing during the COVID-19 coronavirus pandemic.
Keywords: free economic zones, financing, tax incentives, foreign investors,

Free economic zones (FEZs) are an international division of labor designed to
bring the world's most slow-growing regions and countries to the level necessary to
"join" a large economic world with continuous trade, economic, scientific and technical
cooperation. is one of the most common forms of the new global model.
The purpose of establishing free economic zones in the Republic of Uzbekistan
is:
- creating conditions for the rapid growth of the economy of a particular region or
industry;
- Diversification of sectors of the economy, the introduction of new technologies;
- creation of modern export-oriented and import-substituting industrial production
and technical-innovative complexes by attracting large-scale domestic and foreign
investments aimed at achieving scientific and technological progress.

Strategy for the five priority areas of development of the Republic of Uzbekistan for
2017-2021, which will bring the country's economy to a new level. In particular, the
third priority of this strategy is the strategy of economic development and
liberalization, strengthening the macroeconomic stability and maintaining high
economic growth rates by further improving the investment climate by actively
attracting foreign investment in the economy. to stimulate business development and
comprehensive sustainable socio-economic development of regions, districts and
cities.
Methods and forms of implementation of this policy are determined by the
dynamics of the country's economy, employment, level of production and the
development of market relations, as well as the level of economic development. One
of the most effective ways to do this is through the operation of free economic zones.
Funding for the development of certain types of economic activity through the
provision of benefits is regulated by the state.
World experience shows that the FEZ is a very effective tool in solving the
problems of accelerating the economy of regions and cities, as since its inception, it
has brought income by investing in the region and creating new jobs.
It should be noted that in Uzbekistan, the financing of the creation and
development of free economic zones by attracting local and foreign investment in the
regions is carried out through a large-scale work.
In recent years, the country has adopted more than 30 government and
interdepartmental documents to encourage investment in the regions.

Today, there are 23 free economic zones and 348 small industrial zones in the
country, which have created about 36,000 jobs through the implementation of 453
projects worth $ 2.6 billion. In small industrial zones, 1,497 projects worth 5 trillion
soums have been launched and more than 36,000 people have been employed.

The resolution of the President "On measures to further develop the engineering
and communication infrastructure of special economic and small industrial zones" is
important in addressing the problems that hinder the timely implementation of
investment projects in free economic zones.
According to him, 1.6 trillion soums will be allocated this year to improve the
infrastructure of free economic zones and small industrial zones. At present, 584 billion
soums will be allocated for the construction of additional electricity, gas, drinking
water and sewage networks and roads in 17 free economic zones, and 395 billion soums
for 145 small industrial zones.
It is worth noting that 232 billion soums have been allocated for the provision of
infrastructure for large investment projects, and 264 billion soums for the rapid
development of industry and business in 33 underdeveloped districts. This year, 332
projects worth $ 1.1 billion are planned to be launched in free economic zones, and
1,800 projects worth 9.5 trillion soums are planned to be launched in small industrial
zones.

Uzbekistan "On additional measures to activate and expand the activities of free
economic zones" PF-4853 dated October 26, 2016, free economic zones participants
are exempt from land tax, profit tax, corporate property tax, landscaping and social
infrastructure development tax, single tax for micro and small enterprises for 3 to 10
years, depending on the amount of investment.

Republic of Uzbekistan, to restore investment and foreign economic activity of
business entities, as well as to create conditions for further deepening economic
reforms, the Parkent Free Economic Zones -pharm ”,“ Kosonsoy-farm ”and“ Bostanliq
farm ”installed substations and transformers with sufficient voltage
70 projects based on 66 enterprises have been launched in the Angren Free
Economic Zone with investments of $ 783.9 million, including $ 294.4 million in
foreign direct investment. As a result, 8,165 jobs were created. The Uzbek-Chinese
joint venture Limax gold textile is a major investment project in the Angren free
economic zone. The project produces high-quality hosiery products of the world-
famous brand Limax. The total cost of the project is $ 12 million, which will expand
the company's activities and increase exports. The main goal of the project is one of
the five important initiatives of the President of Uzbekistan - to create full living
conditions for women by providing them with employment. In order to implement this
initiative, the company is primarily recruiting women who have lost their
breadwinners, as well as women with many children. The pandemic created 269 jobs.
As of December 1, 2021, about $ 7.5 million has been disbursed by Chinese
investors. In January-October, products worth $ 1.7 million were exported.
The joint venture Quality Devices, which is part of the Angren Free Economic
Zone, produces high-quality TVs, monitors and microwave ovens under the ARTEL
and SHIVAKI brands. Of this, $ 1.02 million is foreign direct investment from the
Turkish company Ilk Sabah Insaat Anonymous Company, which produces 1.2 million
TV sets a year. monitors, 105,600 microwave ovens are being produced. Last year, the
company exported $ 4.8 million worth of products, mainly to Azerbaijan, Kazakhstan,
Tajikistan and Afghanistan. The company has created 532 jobs, most of which are
young.

and preferences. In particular, benefits in customs, land tax, guaranteed engineering
and communication infrastructure and other areas contribute to the further development

economic zones (EZs) have proven resilient after the Covid-19 pandemic. This may be
due to their characteristic business-friendly policies and a reliable legal and regulatory
environment. Over the past 18 months, free economic zones have introduced new
policies and incentives to maintain existing companies and attract new businesses
around the world.
The article discusses the activities of free economic zones during the Covid-19
coronavirus pandemic and the role of investment in their financing, with a focus on the
following. These zones are notable for their sustainable development during the Covid-
19 coronovirus pandemic.
Coyol Free Zone (CFZ) Based in Alajuela, Costa Rica, CFZ brings together 31
leading global natural sciences and advanced manufacturing companies that employ a
total of 16,500 people.
CFZ provides comprehensive assistance to companies, from infrastructure and
construction consulting to the implementation of operations in the recruitment process.
During the pandemic, various measures were taken to protect investments in the zone.
In March 2021, CFZ launched the Academia Coyol free online academy to train
workers in the medical field. So far, more than 4,600 people have enrolled in the course.
The region has also made the recruitment program completely virtual, which helps
companies find, pre-select and evaluate potential employees.
In addition, rules have been introduced to limit the spread of the virus in the zone.

staff. CFZ has also introduced a cashless electronic payment system for its

years. Despite the Covid-19 pandemic, all construction projects in the zone continued,
and 2020 became the year in which the largest construction site in CFZ history was
completed.
In addition, all recruitment and training services have been streamed online,
resulting in the hiring of 1,500 new employees throughout the year. Zone companies
invested approximately $ 52 million (€ 44.82 million) in CFZ in 2020, including Costa
Rican logistics provider Segex, UK medical equipment maker Smith & Nephew,

Automation and Robotics, its development zone for small and medium-sized
businesses, and various acceleration programs.

In March 2020, the Lodz FEZ launched the “Spark: Change the Future” initiative
to support startups developing products and services to combat Covid-19. Ten of the
150 applicants were selected and awarded grants of € 400,000, as well as coaching and
technological assistance.
The Lodz Free Economic Zone will also help the Polish government support the
Anti-Crisis Shield Act aimed at mitigating the negative effects of the pandemic. Zona
meets regularly with investors to assess their needs and reports to the government,
which develops a variety of tools to make it easier to do business after Covid.
Despite the pandemic, the Lodz Special Economic Zone was able to attract 38
new investment projects in 2020 from companies based in Belgium, France, Germany,
Luxembourg, Switzerland and the United States. Investors include Alcon, an eye care
company based in Switzerland, which has invested € 19 million in the Global
Competence Center, creating and supporting 400 jobs. Roldrob, part of French-based
LDC Group agricultural company, has announced plans to invest more than € 16
million to create and support more than 1,450 jobs, while Germany-based Interprint
decor printer has announced plans to invest more than € 15 million. invested more than

The Hualing Free Industrial Zone (Georgia) has introduced various incentive
packages to support tenants during the pandemic. These include general upgrade
packages of 15-50% discounts, 100% waiver of various services such as rent
restructuring and registration services, relocation fees and security deposits. The zone
also offered special benefits for each company to accelerate production and support
strategically important industries.
The ADGM (UAE) canceled, discounted, and offered refunds of many payments
during the pandemic to help its member companies. These include a 100% waiver of
business renewal fees, renewal of business license fees, and renewal of data protection
fees. ADGM’s Financial Services Regulatory Authority has reimbursed 50 percent of
control fees for 2020 and waived 100 percent of annual funding.

The free zone has reduced fees for adding new businesses by 50% by the end of
2020, and has extended to ADGM a 100% waiver of fees associated with the
continuation of legal entities from foreign jurisdictions until the end of 2020.
The DMCC UAE announced the launch of the DMCC Business Support Package
in March 2020, which is its largest incentive package to date. The package was then
extended and expanded twice by the end of 2020. More than 8,000 member companies
used more than 13,000 offers in 2020.
The zone has also offered a setup that allows foreign companies to open an office
in Dubai within five business days with a six-month free trial period. In addition,
DMCC has entered into an agreement with Emirates NBD to offer companies the
option to pay for regional services in multiple installments at a 0% interest rate.
Special Economic Zone Technopolis Moscow (Russia) In 2020, 23 additional
companies joined the Technopolis Moscow special economic zone. Private investment
totaled $ 400 million and more than 3,600 jobs are expected to be created. The largest
tenants operating in the region are the medical, pharmaceutical and microelectronics
industries.
Notable projects include Sputnik Technologies ’$ 150 million high-tech, full-
cycle pharmaceutical complex for the production of the Covid-19 vaccine, NM-Tech’s
$ 150 million manufacturing facility for modern microelectronic components, and

free economic zone, improve the conditions for attracting investment, ensure the
accelerated implementation of investment projects, create new jobs and increase
incomes:

Improving the management system of free economic zones, including the
establishment of uniform standards for the organization of directorates, expanding the
list of services provided, as well as the transfer of free economic zone directorates to
business entities, including foreign companies.
At the same time, the study of the practice of establishing and operating free
economic zones shows that there are systemic problems and shortcomings that hinder
their effective operation.
In conclusion, the free economic zone is an organization established to build new
production facilities, develop high-tech production, actively involve in the
development of modern competitive, import-substituting, export-oriented finished
industrial products. area. The purpose of its creation is, first of all, to solve the tasks of
strategic development of the country or a separate region, ie foreign trade, general
economic, social, regional and scientific-technical issues.
The central government should be a driving force for the economic development
of the FEZ and serve to determine the country's industrial and economic policy and the
role of the FEZ in it. Although one of the conditions for FEZ success is independence
from the government, it does not mean independence from the central government.
Activities of foreign free economic zones mentioned in the world practice
Development of information and consulting network for investors to attract foreign
investment in financing the activities of free economic zones in Uzbekistan during the
pandemic, development of a network of investment bureaus abroad, investors' access
to the Uzbek market It is necessary to pay more attention to the implementation of tasks
such as the provision of services, the formation of a database on investment projects
and the preparation of references on investment conditions.
