(ДОСТУПНОСТЬ ЛЕКАРСТВЕННЫХ ПРЕПАРАТОВ) AVAILABILITY OF MEDICINES.

In the spring and summer of 2020, there was a shortage of medicines in the Kazakhstan. And against the background of the growth of people infected with coronavirus, desperate people were looking for medicines for sick relatives in other cities. In order to send them to relatives in need, they are forced to break the law.

In July 2020, which marked the peak in the incidence of Covid-19 in Kazakhstan, the situation with a shortage of medicines and access to emergency care demonstrated the unpreparedness of the healthcare system to resist Covid-19.

SHORTAGE OF VENTILATORS, INCREASED MORBIDITY, MORTALITY FROM COVID-19 & FESTIVE, FESTIVE AND OTHER EVENTS.

The COVID-19 pandemic has significantly affected both the health status of the population of Kazakhstan as a whole and the process of providing medical care in the country, revealed the minuses of the healthcare system. The country needed ventilators, medicines.

Respondents commented during the survey: "Among my acquaintances, some died because there were no ventilators or medicines in hospitals." The incidence scale based on the number of moderately and seriously ill patients with symptoms of covid and different diagnoses (covid, pneumonia, ARVI, etc.) is 1.67 million people.

Thus, for 77% of respondents who needed ventilators, they were unavailable or they were obtained with great difficulty. Medicines and oxygen concentrators were difficult to access for 64% of those in need.



What has been done in Kazakhstan in order to provide the population with affordable and high-quality medical care?

To solve this problem, the Ministry of Health of the country made significant efforts aimed at protecting the health of the population through the adoption and implementation of comprehensive state programs.

There have been several such programs over the years. They were implemented in stages, every five years. The first one is the Health Development Program for “Salamatty Kazakhstan”. It was aimed at optimizing inpatient care. It focused on primary health care. Mechanisms were also developed for redistributing financial flows towards reducing the cost of hospital care and increasing the cost and disease prevention.At the same time, mechanisms for increasing the motivation of medical personnel and delegating part of the authority from the doctor to nurses were improved, as well as an increase in the number of general practitioners out of the total number of doctors.

The second Densaulyk program was implemented in the period to 2020. In it, the main task was to ensure the availability and universal coverage of the population with quality medical services based on an integrated health care system.



A program for the construction of 100 hospitals was also developed and approved, where, in accordance with the List of healthcare facilities, 99 healthcare organizations of local and 4 - republican significance were built in 2020. Today, the healthcare system of the Republic of Kazakhstan is a significant branch of the social sphere, numbering thousands of medical institutions, thousands of doctors of all specialties and medical personnel.

The higher the level of development and organization of society, the higher the availability of medical care.In general, accessibility depends on the capacity of the country: in developing countries - from the level of paraprofessional staff to the level of first aid, in more developed countries - at the level of a general practitioner and specialized medical care.
