The fact that the intellectual potential of the
nation is created by an educational system becomes
a determining factor of progressive development of
this country, in the first place, it sets out conditions
for the significant peculiarity of educational policy of
many countries where education is acknowledged as
a sphere of national interests, one of the key factors
that guarantee the protection of national security.
Therefore, “education” as a social category in
the conceptual and world-view basis expresses the
nation identifying specifics of each society and is
aimed at solving the objectives of a society and the
state in achieving (Table 1).
