technological advances, rapid development of IT technologies and mobility of human
resources.“Knowledge is a power” said once Francis Bacon and he was right. The meaning of
these words are really important, because knowledge made up the contemporary world since and
it truly contained a lot of characteristics, as capability to make a huge effort, hard work and
desire to learn something new in order to keep developing.
Kazakhstan is a developing country and actively integrating into the global community. But in
comparison with developed ones, for example the USA or China, still not good and qualified at
IT industry and technologies. By knowing the language of technologies Kazakhstan people will
understand it better and will be able to create it on their own easily.
Consequently education reforms should be done according to global mainstream.
Approving and implementing reforms related to the trilingual education system Ongoing reforms in the education sector of the Republic Kazakhstan provide a number of
initiatives, including the introduction of the trilingual education system at all levels of education,
which aims to shape the future generation, fluent in Kazakh, Russian and English languages. The
objectives of language policy of the modern Kazakhstan reflects in the address of President of
Republic of Kazakhstan, N. Nazarbayev, “Kazakhstan in the new world” (2007), in which the
framework of competitiveness of country and its citizens, proposed phased implementation of
the cultural project called “The unity of three languages”, aimed to the development of three
Languages: Kazakh as the state language, Russian as the language of international
communication and English as the language of successful integration into the global economy.
The transition of Kazakhstan to the Latin alphabet was preceded by the transition of the
educational system to a trilingual version of education. On behalf of Elbasy Nursultan
Nazarbayev, Kazakhstan should switch to the Latin alphabet by 2025. In 2016, Elbasy explained
the reform as follows: "The state language is the language of the people, where we all live, we
need to know. We must know English, because it is the language of science and innovation».
The transition to three languages is being implemented as part of the 79th step of the "plan of the
nation in 100 steps". The essence of the reform is as follows: in the 2018-2019 academic year,

almost 2000 (41%) of the senior classes of secondary schools will teach four subjects of the
natural-mathematical cycle (physics, chemistry, biology, computer science) in English.
