In the early years, the refinery produced
Ai-76 and Ai-72 gasoline, L-0.2-62, LD-0.2
and LD-0.5 diesel, RT kerosene, M-100
and M-40 boiler fuel and LPG.
Today’s list is longer and includes Ai-
96, Ai-92 and Ai-80 gasoline, summer
and winter diesel, TS-1 aviation kerosene,
M-100 fuel oil, vacuum gasoil, LPG and
butane, with granulated sulphur to be
added to that list shortly.

Since that moment, PKOP’s main success
has been its two strong shareholders in
the form of the national companies - the
Kazakhstan KMG and the chinese cNPc.
contribution to development
Literally since it first opened its
doors, the refinery has played a vital
role in the development of the city and
oblast, enhancing its influence after the
transitional 90’s, when the region’s other
industrial giants such as the phosphorous,
tyre and other factories began to shut down.
PKOP, without doubt, is the lifeblood of the
city, while many people, to one extent or
another, associate South Kazakhstan Oblast
with the refinery.
The refinery’s contribution to the region’s
development is truly immense. In the last
decade, PKOP tax payments have exceeded
KZT 86 billion, while investment in the
refinery stands at KZT 44 billion.

PKOP runs a number of employee social
welfare programmes, and in the last six
years, total financing has reached KZT
2.3 billion. Every year funds are allocated
to employee sanatorium treatment and
children’s summer camps. Employees enjoy
70% reductions while military veterans,
handicapped people and chernobyl
veterans travel free.
Bonuses are paid on three public holidays
and also on International Women’s Day (8
March) and Defender of the Fatherland Day
(7 May). Employees also receive medical
benefits in addition to their vacation
payments and performance bonuses.
“The Trade Union and top management
constantly monitor how the company
pays employee travel costs to and
from work, material aid for employees
with handicapped children, maternity
leave, employees with serious illnesses
and pensioners,” Human Resources &
Administration Department Director
M.Madikhodzhayev notes. “Families who
have lost a breadwinner are also paid special
attention, and their children under the age
of 18 receive help in the form of annual
cash benefits. Every year, according to a
collective agreement, 140 PKOP pensioners
receive financial aid in excess of KZT 12
million.”

Employees whose children have received
excellent results also receive grants for
their further education. Employees receive
free training, and in the last 8 years, more
than 3,500 specialists and more than 4,000
workers have undergone training in various
vocational training programmes to the tune
of more than KZT 500 million.
PKOP promotes health and labour safety,
upgrades workstations and improves
protection against harmful production
factors. Every year, employees undergo
medical examinations to check for illness.
Each employee and two family members
receive medical insurance.
PKOP places great emphasis on a healthy
way of life. For example, employees receive
annual gym membership, and for a number
of years, the refinery has been holding its
own Olympic Games in five sports. PKOP
employees take part in the PetroKazakhstan
corporate Olympics, and in KMG-PM
sporting events. The refinery has its own
physical training council whose aim is to get
as many refinery employees to play sport.
The results are clear to see - the PKOP team
has won the PetroKazakhstan corporate
Olympics twice in the last five years and
come in the top in other events.
ecology
Industrial safety and conservation are very
important for PKOP. President Nazarbayev
recognised the company’s efforts and
awarded it the Golden Paryz in 2011 for its
contribution to the Ecology.
For many years, PKOP has been proud
of the absence of ecological incidents and
excess emissions, and has implemented ISO
14001, OHSAS 18001, ISO 50001 and ISO
9001 international management system
standards. Work is being carried out on the
rational use of water resources, to recycle
water (for example, treated waste water
is recycled in the fire-fighting system), to
reduce pollutant emissions at natural sites,
to implement contemporary biotechnical
processes in production waste treatment,
and other work to reduce the refinery’s
harmful impact on the environment.
In 2015, the sanitary protection zone was
landscaped, while in 2010 PKOP opened a
new oxidation pond in the Ordabasy district.
Bottom oil unloading units have been
installed at the 322 trestle to improve the
ecology and reduce oil losses through surface
spills. A sulphurous gas-recycling unit using
the clauss method (sulphur unit) has been
built to reduce sulphurous gas emissions.
For the last eight consecutive years, PKOP
has been signing memorandums with the

“The partnership between PKOP and
the South Kazakhstan University’s Oil
Refinery and Petrochemistry Department
in staff training and scientific research gets
stronger every year. PKOP representatives
take part in the development of modular
programmes, specialised disciplines,
diploma themes and student training and
development. At the request of refinery
specialists, the university has introduced
new disciplines, such as hydrocatalytic
oil refining processes, innovative deep
oil and gas treatment techniques, which
help give specialists the knowledge they
need in the modern oil refining industry.
The department really has prepared
specialists worthy of representing it in
PKOP. Based on a Ministry of Education
and Science resolution, our university
has become the core university for
training staff for companies involved in
the State Programme for the Accelerated
Industrial and Innovative Development of
Kazakhstan-2. In 2016, masters students
will study at the Oil Refining Technology
Programme. A guarantee of its success
is further interaction with PKOP. On the
occasion of its anniversary, we would
like to wish PKOP prosperity and further

South Kazakhstan Oblast Akimat for the
social welfare of the local population.
In that period, PetroKazakhstan Oil
Products has allocated in excess of US$
10 million. The funds are used to realise
major infrastructure projects capable
of improving the lives and standard of
living of thousands of urban and rural
inhabitants. For example, the projects
include supplying drinking water to the
new village of Zhuldyz and a water conduit
in the villages of Karabastau and Ontustik,
laying an asphalt road across the Badam
river and a bridge from Ordabasy square in
Shymkent. Under the memorandum, major
repairs on multi-storey housing blocks
was carried out in Shymkent, housing
and utilities infrastructure modernised
and developed in the city, the Zhastar Ui
building was built, the Sairam district Meir
veterans’ building was repaired and help
to victims of the Saryagash district flood in
South Kazakhstan Oblast was provided.
In addition to the memorandum, over
the last decade we have allocated 1 billion
KZT to social welfare programmes in the
South Kazakhstan Oblast.
“The majority of projects are long term,”
PR Manager Y.Zhumadil noted, “and
include the Sairam orphanage, which the
refinery has been sponsoring for over
20 years, and South Kazakhstan Oblast’s
only Ballet school, which we have been
helping since it opened 11 years ago. Every
year, PKOP supports the local Youth club,
Shymkent grammar school №65 and school
№54 in the village of Karabastau, providing
funds for repairs, class equipment and
purchasing new teaching materials. We also
provide targeted support to the region’s
youngsters to help their participation in
major competition and festivals, national
and international championships.”
Over several years, PKOP has helped
inhabitants of the Zhuldyz rural district
to resolve some of their social issues by
allocating funds to provide telephoning
lines, purchase and install transformers and
supply drinking water.
For the last six years, PetroKazakhstan
has been a general sponsor of the national
Women of Kazakhstan Against Poverty
campaign together with the commission for
Women’s Affairs and Family Demographic
Policy of the South Kazakhstan Oblast Akim.
The projects include creating additional jobs
in the Saryagash, Makhtaraaral and Sozak
districts, the towns of Kentau and Arys, and
also purchasing medical equipment for
children’s medical institutions in Shymkent
and 15 districts in South Kazakhstan Oblast.
Monitoring the health of Kazakhstan’s
younger generation is very important for
PKOP, and to that end it has allocated funds
to fit out a new oblast children's centre in
Shymkent, purchase equipment and teaching
materials for 22 correctional kindergartens
in South Kazakhstan Oblast. We have also
provided aid to support children with HIV.
PKOP has also been involved in working
with South Kazakhstan Oblast craftspeople,
providing them with tools and developing
individual handicraft businesses, homework
for underprivileged families, families with
many children and creating additional jobs.
In the last few years, PKOP has been
sponsoring the Boxing Federation’s
participation in international competitions,
national competitions and the development
of children’s boxing all over the country. The
project to develop boxing in Kazakhstan, for
which significant funds have already been
allocated, has already become a tradition for
PKOP. We were very proud of the Kazakhstan
boxing team’s excellent results when Birzhan
Zhakypov from South Kazakhstan won gold
at the 2013 World championships in Almaty.
As an integral part of the country’s energy
complex, oil refining is an important element
in future economic growth, production
upgrade, and the resolution of the region’s
social issues. Great employee traditions,
professionalism and competency, and
effective management act as a guarantee of
the future success of the Shymkent refinery.
Let this significant landmark become a
reference point for new achievements and
victories.

- Mr.Magauov, first of all, we would
like to take this opportunity to
congratulate you with the KAZENERGY
10th anniversary! In that short period,
KAZENERGY has become probably the
most influential public association in
the Kazakhstan energy sector. What,
in your opinion, has been the most
important aspect of its success?
- KAZENERGY really has achieved a lot
in the last decade. The key, in my opinion,
has been the clear understanding of why
it was created. We all understand what the
sector needs from within and how the state
regulates it. Both parties need to “listen” to
each other.
KAZENERGY found its vocation, so to
speak, when the industry began to take shape
and the number of major players increased.
KAZENERGY was created on 2 November
2005 to develop a better business climate,
protect interests, generate constructive
dialogue for the businesses operating in the
energy sector with the state authorities and
foreign colleagues. Today, we unite more
than 80 companies in the oil, gas and energy
industries. Even though we only employ just
over 50 people and our membership is still
growing, our success rate is extremely high.
While we are on the subject of quality, I am
proud to note that we employ professionals
with experience of working both for the
state authorities and in industry, and it is this
mix that helps us do what we do so well. For
this reason, our main asset is our people.
I would like to add that the KAZENERGY
chairman, Timur Kulibayev has also played
his part. Both in Kazakhstan and overseas,
his opinion is valued.
- As the link between subsoil users
and the State, who do you work with
most often and how is that relationship
managed?
- At KAZENERGY we deal with a lot of
oil, gas and energy industry; ecological;
investment; taxation; human resources
development, social responsibility, legal and
other issues. To help us solve all of them, we
have created coordinating, expert, scientific
and technical councils and committees made
up of representatives from the Kazakhstan
Parliament, the Ministry of Energy, the
Ministry of Investment and Development,
the Ministry of Finance, the Ministry
of Justice, the Ministry of the National
Economy and other state departments, and
also from major companies operating in the
energy sector. In doing so, we have created
a platform for dialogue that considers
expert proposals and comments from both
the government and from the business
community.
We work most often with the Ministry of
Energy, with which we signed an agreement
of cooperation last year. The Ministry of
Energy has access to KAZENERGY’s wide
range of analytical, human resources and
financial resources when drawing up and
implementing state oil and gas industry
policy. Meanwhile, we are in a position to
represent and protect the interests of not
only our members, but also a wider range
of investors. We try to react to market and
local needs, working closely with oblast and
municipal akimats in the country’s energy
regions to support local companies and take
joint financing decisions using subsoil user
funds.
Last year, we signed a memorandum of
cooperation and mutual understanding with
the Kyzylorda Oblast Akimat to help improve
investment attractiveness in the region;
create conditions for the further expansion
of technology transfer and the launch of new
technology to improve ecological safety and
energy efficiency; increase local content and
the share of Kazakhstan specialists working
at local oil and gas facilities.
We have initiated the creation of a
governmental inter-departmental advisory
commission to oversee the development of
the oil, gas and energy sectors. KAZENERGY
has been actively involved with the
commission since day one.
In addition, the Atameken National
chamber of Entrepreneurs has authorised
to review draft legal acts; participate in
the drafting of national energy budgets,
sector standards and technical regulations;
participate in monitoring contractual local
content obligations in the procurement of
goods, work and services, staff and the social
development of the region, and others. We
also carry out official reviews of all draft legal
acts affecting Association member interests.
- Can you let us know a little about
your key projects and initiatives over
the last decade and how they have
impacted the country’s energy sector?
- We have, of course, worked on many
projects over the last decade. I think we
should focus on the main achievements.
In the energy sector, we took part
in drafting a concept for the 2030
Development of the Kazakhstan Fuel and
Energy Industry, which was approved by a
Government Resolution on 28 June 2014.
The document presents our proposals for the
creation of a national electricity operator,
improving current electricity pricing models
and developing renewable energy sources.
Together with the Energy charter
Secretariat we drafted an Overview of
Kazakhstan State Energy Saving and
Efficiency Policy, which provides a detailed
analysis of current and planned energy
saving and efficiency improvement policy
