Contribution:

- revised the PKOP declaration of safety 

to incorporate upgrade work; received an 

expert opinion and organised registration 

with the Emergency committee, developed a 2014-2018 comprehensive work safety 

programme for KMG-RM; analysed hazardous production process factors and operating 

reliability in a number of refinery upgrade projects;

- between 2006 and 2014 upgraded the foam fire-fighting system at refinery tanks parks 

and pump stations, and the foam fire fighting system at the refinery loading trestle;

- initiated ecological projects to improve the refinery ecological situation (a system for 

returning treated waste water to the fire fighting system, and biotechnical processes to 

improve refinery soil);

- participated directly in the construction of the new Ordabasy holding basin and 

organised the treatment of oil sludge.

- Yeren Yenbegi Ushin medal in honour of the 15th Anniversary of the Shymkent 

Refinery, the KAZENERGY Association medal for Professionalism and Dedication

Bolat:

 As a priority, we need to complete 

the Modernization project with further 

transition to petrochemistry. Another 

difficult issue is how we train the new 

generation of specialists. It would be a 

good idea to work on somehow providing 

cheaper loans to young families to buy 

housing.

Saktagan:

 Staffing oil refining is an 

important issue. For example, earlier 

operators needed to be proficient in 

instruments and meters to level 3 and in 

mechanical and assembly work to level 4. 

We were responsible for getting machinery 

ready for repair and hydro-testing, carrying 

out a range of technical processes. Today, 

operators and mechanics take part in 

major repair work, acting as just passive 

observers of work health and safety rules.

I think that knowledge of technical 

regulations and understanding of 

configuration of equipment that is used 

in physical and chemical processes 

guarantees safety when taking decisions 

in emergencies. That is why in-depth 

knowledge of oil refining processes and a 

mentoring culture is a guarantee of success 

in achieving the common goal, which is a 

safe and effective refinery.

- You have achieved a lot in your 

careers. What advice do you have for 

the younger generation of specialists 

who are just starting out at the 

refinery?

Natalya:

 Our parents taught us, as 

children, that whatever you do you need to 

do it well - so that you’re not embarrassed 

by the result. I would like to see the younger 

generation taking their work seriously, 

being attentive and careful, being effective 

and finishing what they have to do on 

time; listening to advice from their elders, 

as doing a job well not only takes academic 

knowledge, but also life experience.

Zhaksylyk:

 Just one piece of advice - in 

any situation or position, you need to take 

an interest, remember and understand that 

whatever we do today will affect, to a great 

extent, all future generations, the world 

they will be living in.

Oleg:

 Be honest in your work and 

work with integrity; do not try to achieve 

everything straight away. The most 

important thing is to respect the people 

working with you.

Bolat:

 My advice is to love your 

profession, be industrious and learn to 

work in a team.

Amanali:

 I don’t think I’ve reached any 

great heights in my career. I would like 

to see the younger generation showing a 

human side in any situation; be honest, 

responsible, well-educated and try to be 

the best specialist and professional they 

can be. It is important to care about your 

enterprise and take the responsibility to 

participate in refinery development, value 

the opinion and experience of elders.

- How do you view PKOP’s role in 

Shymkent and South Kazakhstan

refinery electricity department.

Oblast as a whole? How do you see 

cooperation between the refinery 

and municipal authorities?

Amanali:

 In Soviet times SKO industry 

was represented at municipal and oblast 

Soviet deputies who were able to take part 

in resolving a number of social and other 

issues at municipal and oblast levels. It’s all 

changed now in terms of influence points, 

although PKOP is still a major enterprise. I 

would like to see PKOP’s interaction with 

the oblast and municipal authorities result 

in oil refinery employees having a voice in 

the resolution of issues important to them.

Saktagan:

 Living in Shymkent we can 

see with our own eyes how the city and 

South Kazakhstan Oblast have grown and 

flourished. It is the work we do together 

that has helped the city, oblast and country 

bloom.

Natalya:

 The refinery is a stable 

industrial concern contributing to the 

development of the city and oblast. It is 

pleasant to see facilities built on refinery 

funds and hear that we have helped 

a number of different people, such as 

children and veterans, through our many 

sponsorship and charity campaigns. We 

support sport, culture and education and 

hope that we continue to do so in the 

future.

- What would you like to wish 

refinery workers on their 30th 

anniversary?

Natalya: 

In honour of our 30th 

anniversary and our professional 

celebration - Oil Worker’s Day, I would like 

to wish every refinery employee health, 

prosperity and success in whatever they do, 

a desire to continue working for the well-

being of the country and the company, and 

to leave a good impression!

Oleg: 

Health and a belief in tomorrow!

Bolat:

 First of all, I would like to wish 

everyone health, prosperity and teamwork 

in achieving your goals.

Amanali: 

I would like to wish people 

even more success, health and prosperity! 

30 years is not that long for a company, but 

is a very important period in an employee’s

- updated hydro-catalytic process diagrams;

- managed the commission of Viscosity 

Breaking and Fuel Oil Vacuum Distillation 

Units;

- developed and managed a programme 

to upgrade oil reservoirs for the refinery 

storage of paraffin-rich Kumkol oil. Implemented projects to upgrade the K-401 stand; 

to install on-line analysers and replace recovery boiler evaporation bags which has 

helped improve production safety and improve the quality of products from process 

units;

- managed the implementation of a new technical process to produce aviation kerosene 

and diesel from paraffin-rich oil;

- improved product quality, light petroleum product yield by 3-4%, oil refining depth - 

by 20%;

- co-authored guidelines for the thermal refining of primary oil and feedstock that were 

published in 2013 by the South Kazakhstan State University and are used in student 

training.

Awards:

July

1-27 July - for the first time PKOP 

recycled emulsive oil sludge at its own 

WTF, WFF&S. The ecologically friendly 

gravitation method, which excludes 

atmospheric emissions, was used to recycle 

199 tonnes of oil sludge. It also stipulates 

a reversible cycle whereby petroleum 

products are pumped back to the tank 

farms for further processing. In 2016-2017, 

the refinery plans to build a tricanter unit 

to treat oil sludge and trapped petroleum 

products, generating three products 

that will be used in the reinjection cycle 

- petroleum products will be sent for 

processing, water - to treatment facilities 

and sludge cake may be used as a building 

material.

1 July - 30 September - The Shymkent 

refinery is carrying out an internal audit 

of its integrated management system 

(ISO 14001, ОHSAS 18001, ISO 9001 and 

Kazakhstan standard 50001), and test 

facilities within the framework of the 

Production Ecological control Programme.

4-11 July - PKOP hold a pilot run refining 

a mixture of Aktobe and Kumkol oils.

12 July - within the framework of the 

programme to upgrade the Kumkol field 

power system, work has been completed on 

relaying 6 kV cables to the new Kumkol-4 

and Kumkol-5 transformer substations. The 

project has significantly eased the situation 

at the Kumkol-1 substation, practically 

resolving the issue of insufficient electricity 

at production facilities and has resulted in 

a marked reduction in power dependence.

21 July - as part of the national Road to 

School campaign, PKOP allocated funds to 

provide 30 orphans at Karabastau village 

school №99 with uniforms and stationery.

23 July - a delegation of the china 

University of Petroleum (Beijing), headed by 

its president, Professor Zhang Laibing and 

director of international relations Sun Suidun 

paid an official visit to Kyzylorda Oblast. 

During the visit, they and representatives 

from the Korkyt Ata Kyzylorda State 

University met with young specialists 

from PetroKazakhstan Kumkol Resources, 

former graduates from the china University 

of Petroleum under PetroKazakhstan 

Scholarship programme.

August

2-4 August - Aryskum held a mini-

football tournament for PKKR divisions and 

contractors. Of the six teams, 1st place went 

to the GUP team, 2nd - to the chemical 

Systems team and 3rd place - to the KAM 

Production Shop.

6 August - PKOP allocated funds to 

Karabastau village school №94 to purchase 

equipment for classes.

13 August - PetroKazakhstan Kumkol 

Resources was officially awarded its 

ENMS 637414 International Standard ISO 

50001:2011 energy management system 

certificate, which specifies a method to 

ensure energy efficiency and savings, which is 

considered the best in the world and enables 

holders to reduce energy consumption, 

expenses and ensure ecological compliance. 

Mr. Qin Hongwei received the certificate 

from D.Yartzev, representative of the 

British Standards Institute, one of the 

oldest and most authoritative certification 

organisations in the world. 

17-27 August - the oblast children’s 

football PetroKazakhstan Kumkol Resources 

cup tournament was held at the Arai Sunrise 

children’s camp for 8 teams from Kyzylorda 

and various regions in the oblast. Every player 

and coach received prizes and gifts.

21 August - the sponsored children’s 

medical institution Kazaly Rehabilitation 

centre for Handicapped children Shapagat 

celebrated its 20th anniversary. In that 

time, PKKR has been helping the centre in a 

number of different ways.

22 August - the Happiness caravan 

charity campaign held during summer at 8 

Kyzylorda Oblast children’s leisure camps 

has finished. During the campaign more than 

1,500 children received gifts and souvenirs 

from PetroKazakhstan Kumkol Resources.

25 August - 5 winners of the 2015 

PetroKazakhstan Scholarship  programme 

received awards, as well as graduates from 

the Kazakhstan-British Technical University 

and china University of Petroleum.

25-28 August - the PKOP sport’s team 

took part at Olympic Games for employees 

of the KMG – Refining and Marketing group 

of companies: KazMunaiGas Onimderi, 

Pavlodar Oil chemistry Refinery, Atyrau Oil 

Refinery and PetroKazakhstan Oil Products 

in Almaty.

hearings of the PKOP environmental 

protection plan for 2016-2020.

29 September - 1 October - 

PetroKazakhstan took part in the X 

Anniversary Eurasian Forum and the 

KAZENERGY Exhibition in Astana.

cAlenDAR oF events

Information on prize winners from the Programme to encourage 

employees to report Incident / near Miss/unsafe condition/Act  for the 

2nd Quarter of 2015

PKOP has decided to reward 5 grade Workshop No.1 Operator K.Abduyev, who, 

on 21 May 2015, reported a crack in a c-209 separator drainage welding joint caused 

by metal corrosion. This potentially hazardous and high-risk situation could have 

resulted in combustion, an explosion and damage to refinery technical apparatus.

PKKR has decided to give bonuses to two employees for reporting potentially 

hazardous high- and medium-risk situations:

- on 10 April 2015, Kyzylkiya field 3 grade Production Shop Operator A.Oshakbayev 

discovered and reported that a transformer-well head electricity cable had become 

flooded due to rain, and two reinforced concrete overhead line supports were 

showing signs of disintegration. This could have resulted in a short circuit, well work 

stoppages and electric shocks. Measures were subsequently taken to ensure the safety 

of well operations;

- on 13 April 2015, category 5 KAM Field Production Shop Electrician B.Zhusupov 

saw and stopped a vehicle transporting a large load, which could have resulted in 

damage to overhead electricity lines, well stoppages and electric shocks. Investigation 

showed that the driver had not received permission to transport the load and had no 

accompanying transport documents. The contracting company owning the vehicle 

has subsequently held additional training for its employees.
